Thomas Lister Appointed as Appraisers for the £150 Million Black Country Land and Property Investment Fund

Thomas Lister Limited are delighted to announce that they have been appointed by the City of Wolverhampton Council and The Black Country Local Enterprise Partnership as Property Appraisers for a new investment for a new £150 Million investment fund to support both commercial and residential development schemes as well as site remediation projects to address the barriers to development across the sub region.

The fund was launched in November 2017 at the Hawthorns in West Bromwich and has already attracted significant interest from developers and land owners and it is anticipated that a first round of grant approvals will be secured by March 2018.

The appointment is for a term of four years and sits alongside the recent appointment of Thomas Lister to continue their role as Appraisers to the Black Country Local Growth Fund by Walsall Council (as accountable body) and the Black Country Local Enterprise Partnership.

Sale of Durham Incubator Centre Completed

 

Acting on behalf of the Homes and Communities Agency, Thomas Lister has now negotiated the disposal of the freehold of the Modern Incubator Centre at Durham Way, Newton Aycliffe in Durham to Bridges Business Centres Limited.

The centre was developed in 2003 totalling 17,150 sq. ft. and is occupied under 48 separate licence agreements. The site has previously been operated by both Evans Easyspace and Regis on behalf of the HCA.

The sale follows on from the recent disposal of the freehold of a 23,000 sq. ft. industrial estate and also of a 2 acre development site at Carlbury Road on the Aycliffe Business Park negotiated by Thomas Lister on behalf of the HCA.

Chris Thomas of Thomas Lister commented; “we are pleased to have successfully completed the disposal of three separate freehold properties on the Aycliffe Business Park over the past 12 months with only a single site of four acres still available – although this property is now “under offer” and in solicitors hands with a view to completion of the disposal in early 2018”.

Thomas Lister have been appointed by Government Agency, The Homes & Communities Agency (HCA) to sell the freehold of a modern enterprise centre at Heart of the Park in Newton Aycliffe. The building totals a net internal area of 21,500 sq.ft. divided into 42 separate suites with 63 on-site car parking spaces and is currently managed by Regus for the HCA.

The Centre is currently let to over 35 separate businesses and produces a gross income of over £370,000 per annum with scope for improvement.

Thomas Lister are instructed to dispose of a strategic housing development site in the Fenton area of Stoke on Trent.  The site comprising an area of 17 acres and located adjacent Fenton Park and open green space, off Dewsbury Road near it’s junction with the A50 Victoria Road.  A proposed development scheme is currently in for outline planning permission seeking approval for the development of 297 new dwellings.  Determination of the planning application by Stoke on Trent City Council Planners is anticipated early December 2016.

Thomas Lister are currently in discussion with several house builders and developers who have expressed an interest in this exciting development opportunity.  It is anticipated that several attractive offers will be received for this site with an anticipated selection of a preferred bidder before the end of the year.

A vacant and derelict site at Southfield Lane in Whitwell has now been sold to Welbeck Estates following a competitive bidding process.

The land, extending over circa. 2.9 hectares (7.2 acres), has been vacant for over 25 years and transferred into the ownership of the Homes & Communities Agency as part of a portfolio transfer of non-operational coalfield sites.

The disposal to Welbeck Estates means that the site can be incorporated into prestigious major mixed use development proposals within the immediately surrounding area, currently being prepared by Welbeck Estates.

The Homes and Communities Agency (HCA) have now completed on the sale of Plot A Brackmills. An industrial development site of 2.79 hectares gross, located at the heart of the well-established Brackmills Industrial Estate to the south east of Northampton Town Centre.

Thomas Lister acting on behalf of the HCA negotiated a sale to Tungsten Properties Ltd who have subsequently obtained planning permission for the development of 66,700 sq.ft of small scale industrial, warehouse, trade counter units as well as ancillary uses to include A1 shops and A3 restaurant/cafés. The scheme has attracted substantial interest and several units are already under offer.

Simon Herring, Area Manager for the HCA commented that ‘the site suffered from issues of topography and land stability and required a dynamic approach to understanding site constraints to arrive at a development solution which would prove attractive to the developer market. Thomas Lister provided a range of development consultancy and agency advice to the HCA leading to the successful sale of a long standing surplus asset which has historically failed to attract developer interest’.

It is anticipated that the first units will be completed in Q3 2016 by Tungsten Properties Ltd.

The Marches Local Enterprise Partnership (LEP) have opened a ‘call for projects’ as part of a second round of funding under the Marches Investment Fund.

Marches LEP are inviting projects from private developers, housing companies and companies that have expansion plans to take advantage of £4m of funding that will help bring forward development projects across the Marches to create much needed homes and jobs.

The fund, the first round of which was launched July 2015, followed an award from Governments Growing Places Fund and can provide funding in the form of a loan, equity or joint venture, supporting stalled projects. Additionally loan assistance for projects needing to complete their final stage feasibility studies can also be awarded.

“This second round of funding will be aimed at further compounding the positive level of interest and applications received following the first round of funding. Thomas Lister are currently undertaking detailed due diligence of projects with a total funding request of £3.5 million. Announcements will soon be made in respect of those successfully awarded funding. The fund is intended to provide a means of overcoming issues of access to institutional finance and is intended to kick start stalled developments and to assist in undertaking final stage feasibility work which will enable development to proceed”.

Redevelopment of a brownfield site on Newburn Crescent in Swindon has commenced long awaited redevelopment by local property developer, E.P. Keogh Contractors Ltd.

The site which transferred to the ownership of the Homes & Communities Agency (HCA) in 2013 as part of a portfolio of surplus public sector land, was subsequently acquired by E.P. Keogh Contractors Ltd following a marketing campaign implemented on behalf of the HCA by Thomas Lister.

Planning permission was secured in October 2015 for redevelopment for 14 new dwellings on the land which had been vacant and derelict for well over a decade.

“We are delighted that the disposal of this site will deliver high quality and much needed new homes for Swindon. The derelict nature of the site means that this is not particularly straight forward to deliver given the challenges which exist”.
